on neopets can the Secret Laboratory Map change you neopet to a "chiristmas" neopet... "baby" neopet... "royal" neopet... "fearie" neopet etc... like can it do that... what can it do? and why is it so rare?

It cannot change pets into (Baby, Royal, Pirate, Plushie, Usiki,) (I know there are more) but as for other PB colors such as grey,faerie,maraquan yes. I have four labs (four accounts) My main is Grey_Broken_Heart
